Default failed emissions

Vehicle is a 1988 Nissan pickup, 4 cylinder, gas engine, manual tranny.

I failed carbon monoxide but passed hydrocarbons and oxides of nitrogen:

HC: grams/mile
Average "pass" reading: 3.00
Vehicle reading: 2.12

NOx : grams/mile
Average "pass" reading: 4.50
Vehicle reading: 2.33

Carbon Monoxide : grams/mile
Average "pass" reading: 25.00
Vehicle reading: 30.11


Any thoughts out there as to what I should adjust first?
